Mr. Speaker. it would. of course. take some little time to explain the bill. I feel. however. that if the gentleman from Colorado will read a memorandum from the Department of Labor.. which is included in the report. he would find a perfect explanation of the need for this bill and the purpose of the bill. I introduced this bill 2 years ago when I was a member of the Committee on Immigration and Naturalization. It has for its sole purpose the clarification of the law to prevent these variances in its interpretation. I explained this a few minutes ago.
