Speaker. this bill is introduced simply for the purpose of curing a defect in the law as it has been interpreted by two separate circuit courts of appeal and a district court. In 1922 there was enacted what is known as the Cable Act. This act was amended in 1930. again in 1931. and again in 1934. In 1934 the Immigration and Naturalization Service issued a regulation. All of the courts before which cases came pertaining to this matter followed that regulation with the exception of the circuit court of appeals for the third circuit. the circuit court of appeals of the seventh circuit. and the District Court for the District of Columbia. The result has been to create a variance in the rulings of different courts.
