I am referring to the jurisdiction and the basic principles of this Congress when bills are referred to committees to which they do not belong. For example. my attention was called to the fact that a bill belonging to the Committee on Indian Affairs was referred to the Judiciary Committee. Mr. Speaker. from an examination of the authorities that I believe I have showing the jurisdiction of the committees of this House. the Hobbs bill. being completely an Immigration Committee bill. had no right and can never obtain the right to go to another committee when the powers of the right committee have not had a chance even to consider the legislation. *
