I make a point of order to the substance of the resolution and the adoption of the resolution for consideration of this bill upon the ground that this bill did not have a hearing before the committee authorized by the rules of the House. and that the Rules Committee had no right to hear it. because there was no proper report from a committee authorized to conduct the hearings on this legislation or to sanction the approval of this bill. This bill is 100 percent immigration. but was referred to the Committee on the Judiciary. and I submit. Mr. Speaker. I should like to have some time to go into the precedents and the rules of the House which will establish definitely that this bill is improperly before the House for consideration under a rule or under any other provision of the laws of this Congress or any other Congress. and that this is an immigration bill and the Immigration Committee has had no consideration of this measure by hearings or otherwise.
