I am in favor of the law generally. but I hope always to be so constituted as to. have a warm heart rather than a great devotion to the strictest letter of the law. For instance. take a family consisting of a husband who is an alien. a wife. and several children. Under this law. and under the custom of the Department of Labor for many years. such an alien has been permitted to leave the country voluntarily and come back with the proper visa under a previous arrangement with the Department. What will happen if this provision is stricken from the law? Those people will be placed in the hands of a lot of racketeers in obtaining the information desired.
