Session #75 · 1937–39

Speech #750168289

I will say that the question of preexamination came up to me shortly after I came into office as Commissioner of Immigration. and I have made a rule that we will grant preexamination for entry into Canada to get proper papers to return to the United States only in socalled petition cases. which are cases of aliens having a husband or wife or children or closeblood relatives who are American citizens. Because of such blood relationship to American citizens the law gives to certain specified aliens coming from quota countries as a nonquota status and to others a preferential position under the quotas. There are two classes of these petitions that can be made by American citizens for entry of their blood relatives.
