I want to submit the facts to the Congress. In the first place. I challenge the members of the Committee on Appropriations to tell me since when immigrants can come into this country without an immigration visa? If you read the language of the bill. it refers to aliens coming into the United States without a visa. No immigrant alien can come into this country unless he has a visa. Why put in language of that kind. when such a thing does not exist in the statutory law or in the practice. That is creating something germane not only to the present statutory law. but it creates an inference that persons may come into the United States without a visa. which is not the fact. Let me explain how this works out. Suppose one of your constituents is In this country. say for some 10 years. and suppose this man just came on a visit. but has established a business in your section. and now employs hundreds of American citizens and is the head of an American family.
