Chairman. I rise to discuss here today something pertaining to the bill now before us for consideration. On page 105 of the bill. lines 1 to 9. there is an innocentlooking little provision that will seriously affect the efficient administration of the immigration laws. It is not a question of appropriation. but it is a question of the language that is put in that particular provision. and which in my opinion is not germane to the bill. At the proper time I hope to get recognition to make a point of order against it. and if I am not successful in that. I shall appeal to the membership of the House to strike out that particular provision from the bill. That provision reads as follows: No part of any appropriation for the Immigration and Naturalization Service shall be expended for any expense incident to any procedure by suggestion or otherwise. for the admission to any foreign country of any alien unlawfully in the United States for the purpose of endeavoring to secure a visa for readmission to the United States. or for the salary of any employee charged with any duty in connection with the readmission to the United States of any such allen without visa.
