I think the policy is good. and I look forward to the time when every man employed upon the sea. sailing in a vessel under the American flag. shall be an American citizen. We went very far in this law. however. much further than ever before. So far as cargo vessels are concerned which are subsidized under the new law. every single member of the crew. and by that I mean all the employees of the ship. shall be citizens of the United States. native born. or completely naturalized. Heretofore. there has never been any such requirement as that. On all the cargo ships every member of the crew must be an American citizen.
