Mr. President. there was reasonable provision made. and I hope provision for protection such as the Senator has in mind shall be made as to other corporations. I confess I have a great sympathy for what the Senator is attempting to do for the good of the country. If I may now revert to the subject in mind. that is what I wish to say. The committee in formulating this act and the Congress in passing It had in mind all the time the upbuilding of an American merchant marine. placing emphasis upon the word "American." So the law which becomes effective this very day. the 1st day of July 1937. prescribes that "all licensed officers of vessels documented under the laws of the United States shall be citizens of the United States. native born or completely naturalized."
