Mr. President. the man involved in this bill was born in the United States and was taken to Canada by his parents at the age of 3. He lost his American citizenship as a result of the fact that his father was naturalized in Canada and failed to safeguard the American citizenship of the boy. The son came back to the United States a number of years ago. told the facts to the immigration officials. and they informed him that he was a citizen. As a matter of fact. all persons in his class had been deemed to be citizens until about 2 years ago. when the Circuit Court of Appeals for the Ninth Circuit held that persons in that status were not citizens.. He came into this country as a citizen.
