The American citizen who commits a fraud commits an act by which he deprives somebody else of something to the enrichment of himself. In the pending cases the wrong that these people are accused of is not a wrong by which they unjustly enriched themselves. They possessed ambition. they wished to come to this country. they were filled with the same emotions that filled every one of our ancestors when they left the old country to come over here. and in order to fulfill that understandable ambition they have become willing victims of crooked officials to the extent of paying them money for fraudulent visas. Mr. Speaker.
