I am in sympathy with the purpose of the measure. because I think we have imported into this country many of the troubles which have afflicted us. The bill. however. does not seem to be very clear. following up somewhat the suggestion made by the gentleman from Mississippi. as to who shall pass on whether or not this propaganda is insidious and directed from foreign sources. whether or not it is inimical to our country and whether or not the political practices of these aliens temporarily in the country are hostile to our form of government. The purpose of the bill. it seems. is absolutely pure and unassailable. but the question in my mind is who is going to pass upon that matter? It says in here. "By regulation prescribed by the Department of Labor" they may be deported. But who determines that regulation?
