It was passed in the last Congress by the House. but failed of consideration in the Senate. We made some very essential amendments to it in its devious course at that time. Whether you want this bill or not. of course. is up to the Members. and I think you should give the matter your attention. because practically all of you have taken positions in times gone by on this important question that we call immigration. Some have declared themselves as being restrictionists. and others have taken other positions. This is a bill that might worry some. On the other hand. some of you might think it is trivial. and I should not take the time of the House to discuss it. and I am not going to do so very long. Here is what the bill says: That under general authority granted by the act of July 1. 1932. the Commissioner of Immigration and Naturalization. with the approval of the Secretary of Labor. shall by regulation provide for the shortening or the termination of the lawful stay in the United States of every alien admitted for permanent residence who while In the United States engages In the promotion or dissemination of propaganda instigated from foreign sources. or who while in the United States engages in unlawful political activity. There are two groups dealt with here. One group includes people who disseminate or promote the dissemination of propaganda instigated from foreign sources.
