I entertain the very friendliest relations with the people of Mexico. those whom I know. both in official life. as well as the citizens of the city of Juarez. just across the line from El Paso. and also in the city of Chihuahua. The Mexicans are a kindly people. They love children. music. and flowers. I count many of them among my friends. but I want to say a word for American citizens whether native or naturalized. If you will pardon a personal allusion. I was mayor of El Paso for some years before coming to Congress. and I know something firsthand about conditions that exist in that part of the country.
