It does not reach to the bottom of this vital question. The committee amendment only forbids those who are illegally residents in this country from participating under the terms of this appropriation. This committee amendment is superfluous and unnecessary. because the law already provides that illegally entered aliens should be deported. whether they are public charges or not. and I suggest the enforcement of the law. If the alien is deportable. he should be deported until the law is changed. I want to call attention to the fact that in the border States there is free ingress and egress between this country and Canada. Mexico. and the Latin American countries.
