Of course. those aliens who came in prior to 1921 have been taken care of by the socalled Registry Act of March 2. 1929. All they have to do if they came in prior to that date is to prove they are people of good moral character. They do not have to prove legal entry. They can pay their head tax and register. and then are eligible for American citizenship. That was the purpose of that act. Now. if these aliens cannot prove they are people of good moral character. I do not think they ought to replace American citizens on the relief rolls.
