President. prior to continuing my argument in opposition to the KerrCoolidge bill. I wish to make a statement to the Members of the Senate in order that my position may be made clear not only to them but to my constituents. I ask permission of my colleagues to make this statement. because I think it due my constituents. many of whom are tobacco farmers in North Carolina. and likewise to the people throughout the country. that they should know my attitude on the socalled deportation bill. The present occupant of the chair will probably recall that several days ago the bill now under consideration was then before the Senate. at which time I discussed it on two consecutive afternoons. At that time I agreed that the then pending question. which was the socalled aliendeportation bill. should be laid aside in order that the Senate might devote itself to the proceeding incident to the impeachment of a Federal judge. but I permitted.the deportation bill to be laid aside. so to speak. with the understanding that when the impeachment proceedings had been concluded I would still be in possession of the floor. The impeachment case having been concluded. I recognized the fact that there was to come before the Senate emergency legislation of great interest to the people of the country and. not being desirous of placing myself in the position of defeating or delaying any of that proposed legislation.
