Attention is called to the condition in Germany and the forces which exercise oppressive rule in many lands. But there must be no abandonment of the contest for justice. equality. liberty of conscience. and the enjoyment of those rights and privileges which are the product of a true civilization. I desire to call the attention of the Senate to the letter of resignation of Hon. James G. McDonald. high commissioner for refugeesJewish and otherscoming from Germany. This communication challenges attention to the persecution of hundreds of thousands of German nationals. and to tragic conditions in which the Jewish citizens of Germany have been placed.
