If we did. we would be at wordy war and at outs with them at all times. Our system of dealing with these foreigners has been such that we must exercise the greatest care. because we are the Mecca of all the people of the world. for they all want to come here. We have to maintain a consistent line of reasoning and a consistent policy. We cannot amend the immigration laws by unanimous consent and do it safely.
