During all of the years that organized labor has exerted itself to have this bill passed certain shipping interests have conducted a wellorganized and highly financed lobbying activity against the bill because it would prevent them from employing oriental labor as a substantial part of their crews instead of American labor. They have contended that they could not operate their vessels successfully unless they had the benefit of oriental labor. Others have opposed it because they did not want to carry away from our ports as large a crew as they brought and they do not want to pay the expenses for deporting aliens brought by them illegally under the guise of seamen.
