I assert that to pass a measure to exclude Filipino labor from the United States would be neither unconstitutional nor immoral nor violative of any just principle of our Government. and I hope that ultimately such a bill may be enacted. But the bill before us achieves practically that result. due largely to my colleague. who introduced and pressed our view upon the Senate. It limits migration or immigration to the United States in such manner as to relieve us in great measure from the fears we of the Pacific coast have had and have in regard to this labor problem. But may I add that because of conditions of unemployment in the United States todayfor every reason. but for that reason particularlywe do not need additional labor coming from the Orient. from the Philippines. or other oriental countries. It was California that led the battle for the exclusion of Chinese.
