Mr. President. there was one thing in the message of the President which I very heartily approve. He spoke about the exclusion of the Filipinos from continental United States. Years ago I introduced into this body a bill proposing to stop the coming hither of Filipino laborers. Such a bill is now pending in a committee of the Senate. When the Harris immigration bill was before us. I offered an amendment to exclude Filipino labor. I had intended to devote some little time to that point. but for manifest reasons I merely allude to it to add this.
