That is the very honest opinion of my good friend from New York and I am not underrating it. but I will say that the committee in failing to make this appropriation acted in accordance with the judgment of the sworn officers of the law consisting of the Secretary of Labor. the Commissioner of Immigration. the President of the United States. and the Bureau of the Budget. When they were not asking for this additional and immense sum which has been suggested we did not feel that the committee ought to undertake to add to the appropriation and thereby add to the deficit in the Treasury.
