If it be necessary to enter into a discussion as to the necessity for our restrictive measures applying to them. exactly as they apply to others of like races. I am ready to indulge in that discussion. I prefer not. It is unnecessary. But I do insist that we deal in this bill with the question of immigration. We ought to deal with it as a finality as we are dealing as a finality with the entire question. Dealing with it thus we leave no room for difficulties in the future. for ambiguous constructions and the like. if we utilize the language which has been employed in other exclusion bills.
