May I invite the Senators attention to the fact that the bill has a section 12. in which. on page 42. it is statedUpon the final and complete withdrawal of American sovereignty over the Philippine Islands the immigration laws of the United States shall apply to persons who were born In the Philippine Islands to the same extent as in the case of other foreign countries. except that in the case of the Philippine Islands the quota for each fiscal year In the case of persons eligible to citizenship shall be 100. I should imagine that language would exclude the provisions against Asiatics. but if it does exclude them. it seems to me that is the case in which the Senators amendment would be appropriate.
