I do not wish to criticize the position taken by the Senator from New York with regard to the constitutional question. but I simply wanted to rise to state that it is hot a selfish question in the narrow sense of that word. All questions are selfish. of course. in a sense. Our committee have tried to protect the interests of both sides as fairly as we could. We know that the Congress of the United States are not going to subject any people we dominate. under our sovereignty. to the restrictions of our tariff laws or our immigration laws. That has been demonstrated. The argument that we could not suddenly throw the Filipinos on their own absolute independence was appreciated not only by every member of the committee but also by the representatives of the Filipino people themselves.
