I call attention to the fact that there are two interests to be conserved. One of them is the interest of the Filipinos. to whom we are under obligation by reason of our trusteeship. and the other is the interest of our own citizens. We have tried to meet both. When this bill attempts to reduce the immigration from the Philippine Islands it can not be called a selfish proposition. because there is a great migration from the Philippine Islands at a time. I will say to the Senator. when we have more laborers in this country than we need. at a time when there are probably 10.000.000 idle people here.
