I have opposed Mr. Burguieress appointment. although it was concurred in and recommended by my colleague. because he is obnoxious to the laboring people of my State. He has a record which they have certified and which I have filed with the committee. a record which the laboring people of my State think disqualifies him absolutely from becoming commissioner of immigration in that State. He is also obnoxious for reasons not stated and which I have not placed in the record. because I think that were I to do so. I might be held to transgress some of the rules of the Senate. as to one of which I was called to order some time ago.
