The Chair is ready to rule. The bill as originally offered by the committee undertakes to amend two sections of the immigration lawsection 6 and section 4. If the gentleman from Ohio had chosen in the first place to offer his proposed amendment as a substitute for the entire bill. with notice that if the amendment was agreed to he would then move to strike out the remaining section. he would have offered a germane amendment in the nature of a substitute to the entire bill. in the opinion of the Chair. but the gentleman from Ohio chose to offer his amendment as an amendment to section 1 of the bill. The Chair held on the interposition of a point of order that it was not germane.
