Mr. Speaker. consideration of humanizing the immigration law without in any way tearing down the bars has been before the House for some time. My colleague the gentleman from New York has labored very patiently and has brought out a bill which I believe will entirely clear up the situation. The suggestion made by the gentleman from Washington . who is also an expert on immigration. to give instructions to our consular representatives I do not believe would be effective. in fact. I believe it is the intention of the author of the bill. and of the committee. that while the parents are exempted from the quota they must qualify in every other respect. and the children must show. affirmatively. that the parents will not be permitted to become public charges. As to the attitude of the consular officers. as has been suggested.
