Perhaps I can make myself clear. For a long time the Italian Government was largely maintained by the remittances of Italians who were at work here. It was a large item in their budget. the immigrant remittances. They always counted on these remittances over there. and they became a part of their stock of money. So the money which now comes back to us from these factories is in the nature of immigrant remittances. That is all. If you do not get it in that way. you will not get it at all until we succeed. by some international agreement or something of that kind. in bringing about a lowering of the tariff walls of the world.
