The Vandenberg bill provides for the constitution at the end of the period on the theory (1) that American authority must continue as long as American responsibility continues. and (2) that the native constitution is logical only as the climax rather than as the inception of the probation. The Vandenberg bill. however. increases native autonomy under the existing order by providing a complete legislative cabinet. Both bills limit immigration immediately. 3.
