We can not stop the coolies from coming. They will come on the Chinese ships and the Japanese ships. and this bill would let them do it. and we can not stop their staying 60 days by this provisi6n of the bill. They will do all those things. I say that the present situationthat is. a very small floating supply of Chinese and Japanese seamen in American ports. none in the Atlantic ports. and comparatively few in the Pacific portsis infinitely preferable to driving American ships out of that commerce altogether. and that is what would result from the enactment of this bill in its present form..
