Yes. We know that in many cases seamen are shipped on very short notice in this country. If they are shipped here and taken for a round tripand brought back here. the steamship companies are not responsible for the original illegality of the entry of the seamen. While it is right that the individual should be deported. it is not right to charge the steamer. which has not made the situation any worse than if it never saw the seaman. In other words. if it is fair to do it for those who enlisted the seamen before the passage of the act. it is equally fair to do it for those who enlist them afterwards. always remembering that if they enlist the seaman abroad and bring him here. either before or after the act is passed. they are responsible and must pay for sending him back to his homeland if he is not admissible.
