In the first place. a good many of these enlistments have to be made quickly. but if we supposed that they did not have to be made quickly. and the steamship company had all the time in the world to make investigations. they still lack the power that the Government has to inquire into the facts of the case. and it is not always obvious as to whether a man has a right to be in this country or not. Many a man with a foreign name applies to the shipping agency. he speaks broken English. and says. "Yes. I have naturalization papers. but I have lost them. I was naturalized in San Francisco." Is the employment agency of the White Star Line in New York to be put to it to send to San Francisco to look up the naturalization record of the particular individual before the company may hire him? It may be the ship is going out the next day.
