That is exactly in line with the Presidents suggestion that a law should be passed protecting the aliens lawfully in the country by issuing "certificates of residence." No employer in America would wish to give a job to an alien illegally here. I call attention to an article in the New York Times yesterday showing that the increase in the number naturalized has resulted from the fact that neither the State nor Federal Government will permit an alien to take a civilservice examination or carry on many of the professions. The same thing would apply to a law requiring certificates of residence. It would protect both the alien lawfully here and the American workman. President Hoovers policy on immigration and deportation. expressed in his annual message to Congress. is truly American and should promptly be enacted into law and made permanent.
