It is given no consideration in these figures which I have prepared on this chart. There are many thousands of people who come here to visit. people who come as transients. They are not considered as immigrants. They are absolutely not taken into consideration in this chart. They are outside all quotas and they come in in unlimited numbers. This bill under discussion will not curtail them in the least. There are two classes of people that I took account of here in this chart. They are all "immigrants.". these two classes are the "nonquota" people and the " quota" people. At this point on the chart are represented the nonquota people who come here. They come outside of the quota. and it makes no difference where they come from just so they comply with the law as to health and literacy and other similar tests.
