I absolutely agree with the gentleman If they have no means of their own they should be kept oul by all means until such time as we are ready to let them come in. but all the cases I am talking about. and most of the cases that were denied visas are people who have means and what I am trying to do is to have the Congress determine the amount a man must have to be taken out of. the class denominated public charges. How much money must a man have to come into the United States and not be termed a public charge? That is what I am trying to do.
