Well. that is what we call "shoving the buck." They went there expressly for the purpose of advising the consuls to look after persons who were liable to become public charges. Had they put down a standard that a man must have a thousand dollars or ten thousand or a hundred thousand dollars it might have been different. but they placed no standard at all. They simply refused a man a visa. I am talking about people actually entitled to come here. I give credit to the consuls when they find a case where a man really may become a public charge.
