Presumably because its correct name would expose the wrong it seeks to do. it has been given a misleading name. It is for the purpose of admitting one immigrant who is plainly inadmissible. The immigrant had committed three larcenies and participated in a forgery. The State Department. because of the prominence of the parties. I presume. granted a special investigation in advance. That department advised the parties that under the law she could not be admitted.
