Session #71 · 1929–31

Speech #710234547

The husband was an American soldier overseas. While serving his country in Europe he met this girl. fell in love with her. and married her. When he attempted to return to his own country. bringing his wife. he came to the proper officer for a visa. When asked if the wife had ever been convicted of a crime she told the truth and admitted that she had been convicted. The conviction was for certain juvenile delinquencies which occurred when the girl was in school. On account of this technicality the consular officer refused her a visa. and the soldier was not allowed to bring his wife into this country. This bill amends the general law. but it amends it in such a restricted sense that it practically allows only this one person to come in. I need say nothing further in regard to the girl. except that she grew up to be a woman of character and standing in the community where she lived.
