The trouble with it is that it supplies no machinery of enforcement such as is provided in this bill. From the time of the passage of the Hawes bill down to the present day there has been no prosecution under it. because there were no enforcement officers provided. Somebody has to be designated to carry out the terms of this bill. We have selected the officials of the department which is most interested in it. officials appointed by the Secretary of Commerce. We are giving to them no more power than the employees of the Immigration Service have where they see an act committed in violation of the law.
