If the amendment is agreed to it will place Mexico under the quota justas European countries and will leave other Central and South American countries just where they are. Central and South American countries do not exhaust their minimum quotas and there is no reason for us to exclude them. The sore spot in immigration of the one country that is sending us so many- undesirables is Mexico. We have milliofis of unemployed in this country at this time and in the past five years we have a record showing we have allowed an average of 58.000 to come here from Mexico and we know almost as many have come for which we have no record. There are thousands and thousands of Mexicans who are subject to charity now in the southwestern part of the country.
