A motion to take up the motion to reconsider the immigration bill was made when no matter was pending before the Senate and agreed to. and the motion to reconsider the vote recommitting the bill was then agreed to. The motion to reconsider the motion to recommit having been agreed to. the bill was thereupon brought back before the Senate and occupies exactly the same parliamentary status it had when the motion was made to recommit it. At that time the bill was in the Senate and open to amendment. rhe bill therefore is now in the Senate and open to amendment.
