On page 12. after line 13. it Is proposed to add a new section. as follows: SEc. 19. Despite the provisions of subdivision (a) of section 1 of the act entitled "An act making it a felony with penalty for certain aliens to enter the United States of America under certain conditions in violation of law." approved March 4. 1929. as amended. an alien. if otherwise admissible. shall not be excluded from admission to the United States under the provisions of such subdivision after the expiration of one year after the date of deportation If. prior to his reembarkation .at a place outside of the United States. or his application in foreign contiguous territory for admission to the United States. the Secretary of Labor has granted such alien permission to reapply for admission.
