President. that the Mexicans would not come here. that they would not bring their families. their wives and their children. and engage in this character of work under the living conditions described if they were not improving their condition. Mr. President. there is one matter in connection with this amendment that should not be overlooked. It absolutely gives every protection possible to American labor. it absolutely assures that no unreasonable number of immigrants will be brought in. I refer to the proviso in the amendment. which reads: Provided. That unskilled agricultural laborers unemployed are not available within a reasonable distance of the place where such labor is to be performed.
