I feel that the gates are far more open than they are under the present system of informal negotiations by the State Department. What difference does it make to any farm laborer in this country whether his Mexican competitors come in for eight months or come in permanently? At the end of the eight months they go out. it is true. but those are the only eight months in which he himself is able to obtain employment. and when the season comes around next year perhaps not the same Mexican immigrants. but an equal number of them. will come and take his job away from him. as they have done this year. Therefore. Mr. President. if by any mishap the pending amendment to the bill should be agreed to by the Senate. I intend to vote against the bill as a whole. and I intend to vote against it. not because I have changed my mind about the necessity of restricting Mexican immigration. but because there is now before the House of Representatives a bill which I beleve. under those circumstances. would be far better for the people of this country than the Harris bill. It was reported to the House with a large majority. and I think there is no doubt the House of Representatives will pass it. and I should prefer to wait until such legislation. or some other reasonable and sound legislation. can be brought before this body. than to pass the pending bill with such an amendment as the one now before us.
