They ari still wards of the United States. The bill in which the Senator is interested is a bill which we will probably be discussing within two or three weeks. to grant the Philippines their independence and make the Filipinos aliens. Under that bill there could be no immigration from the Philippine Islands to the United States at all. There would be no quota because they are Asiatic. and to the Asiatic nations we grant no quota at all. But I hope the Senator will not inject the question of communicable disease into a discussion of whether or not we are preventing the people from one part of the world. which is under the American flag. from traveling freely to another part of the world. which is likewise under the American flag. which is now the question before us.
