It seems to me the amendment as drawn would prohibit any labor coining from Canada. As I understand. there is a larger emigration from the United States to Canada and New Brunswick than there Is to the United States from those countries. They might readily prevent any emigration from the United States going there. If it is true that there is a larger emigration from the United States to Canada. than there is immigration to the United States from Canada. it would seem to me we ought to exclude Canada by providing In section 4 of the amendment that " the immigration of aliens into the United States. except from Canada. is prohibited."
